About the Role
Primary Aimline LLC is seeking a Senior Contracts Lead to own contract administration across both commercial and government/defense business — spanning professional services and manufacturing. This role manages the full contract lifecycle from pre-award through closeout, across purchase orders, service agreements, subcontracts, teaming agreements, and NDAs, for both commercial customers and government primes/agencies. This role carries independent authority to accept, reject, or condition acceptance of contracts, orders, and agreements based on risk and compliance assessment. The Senior Contracts Lead is the customer-facing point of contact for contractual matters and is expected to independently negotiate and resolve contract issues.
This role requires someone who can independently build and mature contracts infrastructure from the ground up, establishing policies, processes, and tools where none may currently not exist. As Primary Aimline scales, this person will be expected to identify gaps, design solutions, and implement them with minimal oversight. This role also owns deliverable and CDRL tracking, subcontractor/1099 agreement management, and cross-functional coordination with Legal, Program Management, Supply Chain, and Compliance.
Qualifications:
Required Qualifications
· 7+ years of contracts administration experience, with demonstrated independent negotiation authority across both commercial and government/defense contracting
· Proven track record as the primary customer-facing contact for contract negotiations and dispute resolution, without requiring escalation for routine matters
· Direct experience independently negotiating NDAs, teaming agreements, subcontracts, and 1099/independent contractor agreements
· Demonstrated experience building contracts policies, processes, or infrastructure from scratch in a growing or under-resourced organization
· Comfortable working with significant autonomy and minimal oversight; able to identify what’s needed and build it without being told step-by-step
· Strong working knowledge of FAR/DFARS, clause flow-down requirements, and the practical differences between POs, service agreements, and subcontracts
· Experience owning CDRL and contract deliverable tracking
· Prior experience owning a contracts function end-to-end
· U.S. citizenship required
Preferred Qualifications
· Experience in aerospace/defense manufacturing and/or professional services contracting
· Familiarity with CMMC Level 2 / NIST 800-171 and CUI/ITAR handling requirements
· CPCM or NCMA certification
· Experience with contract management tools or ERP-integrated procurement systems
Responsibilities
Contract Lifecycle & Review
· Serve as the primary point of contact for all incoming contract vehicles — commercial POs and service agreements, government task/delivery orders, modifications, and subcontracts
· Lead the full contract review process: schedule and run cross-functional working group reviews, drive redline consolidation, and own submission of the response package to the customer
· Independently determine whether an order/agreement can be acknowledged, must be held, or must be formally rejected, based on pricing, terms, delivery feasibility, quote validity, and risk exposure; ensure any exceptions taken are fully itemized and documented at the time of acknowledgment, and that acknowledgment does not occur prior to completion of the contract review meeting
· Draft and maintain the Contract Brief for every contract and order, documenting terms, obligations, risks, and key milestones
· Own contract issue resolution end-to-end — identifying disputes or ambiguities early, negotiating and driving them to closure directly with the customer or subcontractor, and looping in Legal/leadership only where resolution requires it
Commercial & Government Contract Types
· Manage commercial contracts, purchase orders, and service agreements independent of government flow-down requirements
· Manage government contracts, task/delivery orders, and modifications, applying and monitoring required FAR/DFARS clause flow-downs (including CUI under DFARS 252.204-7012 and ITAR under DFARS 252.225-7048)
· Independently draft, review, and negotiate NDAs and teaming agreements in support of new business development and proposal efforts
· Draft, negotiate, and manage subcontractor agreements and 1099/independent contractor agreements, ensuring appropriate flow-down of customer/prime terms and compliance obligations
Infrastructure & Process Development
· Independently identify gaps in current contracts policies, processes, and tooling, and design and implement solutions without requiring detailed direction
· Build out contracts infrastructure to keep pace with company growth, including templates, tracking tools, escalation paths, and review workflows
· Own the ongoing development and refinement of contract review SOPs, policies, and supporting documentation as the company scales and business needs evolve
· Evaluate and recommend contract management tools/systems to replace manual tracking as volume grows
· Operate effectively in ambiguity — this role is expected to create structure and process from scratch, not simply execute an existing framework
Deliverables & Tracking
· Own the CDRL (Contract Data Requirements List) tracker and overall deliverables tracker across active contracts, ensuring on-time submission and coordinating with Program Management on content ownership
· Maintain the master contract file system, including sanitized/unsanitized copy handling per data control and CUI requirements
Customer-Facing & Cross-Functional
· Act as the primary customer-facing representative for contractual matters — independently fielding customer contract questions, negotiating terms, and managing the relationship on all contract administration matters
· Partner with Supply Chain on subcontractor and supplier terms, ensuring flow-down consistency across POs, subcontracts, and teaming agreements
· Support tiered modification review based on dollar value and contract type
· Escalate only those decisions carrying material legal, financial, or compliance risk to the leadership team
· Own and continuously improve contract review SOPs, templates, and the contract management function as Primary Aimline scales
